GDPR & Belgian legal obligations

Do I need to register my surveillance cameras with the police before installation?
Yes. In Belgium, every outdoor surveillance camera must be registered on the official website www.declarationcamera.be no later than the day before it is put into service. This obligation stems from the Act of 21 March 2007 on surveillance cameras. Our CCure team will guide you through this administrative process during installation.
What pictogram must I display on my monitored construction site?
A standardised pictogram (minimum A4 format) must be displayed at every access point of the site. It must mention the presence of cameras, the name of the data controller, their contact details, and the reference to the Act of 21 March 2007. We supply compliant pictograms with every installation.
How long can recorded images be retained?
Belgian legislation allows a maximum retention period of 30 days. In practice, images are kept only for the strictly necessary time. If an offence is detected, the relevant sequences are preserved for transmission to the competent authorities.
Can the system film the public road or neighbouring properties?
No. The cameras must only cover your property. Any public area or third-party property inadvertently captured must be masked (blurring or blacking out). Our team configures the field of view during installation to ensure compliance.
Who has access to the recorded images?
Only the data controller (you or your designated representative) and specifically authorised personnel. If connected to a monitoring centre, operators only access the images when an alarm is triggered, strictly within the scope of alarm verification.

Insurance & INCERT certification

Can an INCERT-certified alarm reduce my insurance premium?
Yes. The INCERT certification is recognised by Belgian insurers and may allow a reduction in your theft premium, to be negotiated according to your policy. CCure, as an INCERT certified installer, issues a compliance certificate recognised by all insurance companies in Belgium.
What is INCERT certification and why is it important?
INCERT (INtrusion-CERTification) is the Belgian quality label for electronic theft protection, in force since 2002. It guarantees that the installer (CCure) and the equipment used (Ajax Systems) comply with the European standard EN 50131. It is the benchmark required by insurers to recognise the validity of a security installation.
Does my Contractor's All Risks insurance automatically cover theft?
Not necessarily. CAR insurance may cover theft, but many policies require the implementation of minimum security measures. The absence of a certified alarm can be grounds for refusal of compensation or application of an increased excess. Check the conditions of your policy — an INCERT-certified VigiSite installation ensures your compliance.

Legal liability

Who is liable for theft or vandalism on a construction site in Belgium?
The general contractor is responsible for guarding the site and materials until provisional acceptance of the works, unless otherwise stipulated in the specifications. After acceptance, liability passes to the building owner. In both cases, proving that adequate security measures were taken (alarm, surveillance) is essential to avert any liability.
What should I do immediately after a theft on my site?
Do not touch the scene and secure the perimeter. Photograph the damage and access points. File a complaint with the police — the receipt is essential for the insurance. Report the loss to your insurer within 5 working days with photos, serial numbers and certificates. With VigiSite, time-stamped photo evidence is already available in the Ajax app, significantly accelerating the procedure.

Rental vs purchase

Do you offer rental or only purchase?
Both options are available. Rental is advantageous for short-duration sites (less than 2 years): you only pay for the required protection period, with no upfront investment. Purchase is recommended if you manage multiple successive sites — the system is relocatable and reusable indefinitely.
Is there a minimum rental commitment?
No. The rental is flexible with no minimum commitment. You inform us of the end date of the site and we collect the equipment. You only pay for the exact protection period.
What happens at the end of the construction project?
For rental, our team collects the equipment on the agreed date. For purchase, the system can be reinstalled on a new site within hours, or converted into a permanent alarm for your business premises.

Field reliability & false alarms

Does the alarm go off due to wind, rain or animals?
The Ajax MotionCam Outdoor detectors use passive infrared technology with a filtering algorithm that distinguishes human silhouettes from weather disturbances and animals. The sensitivity threshold is configurable by our team to suit the specific conditions of your site. The false alarm rate is extremely low.
Does the system withstand extreme weather conditions?
Yes. The VigiSite IP66-rated polyester enclosure and Ajax detectors are designed for outdoor use: resistant to rain, dust, shocks and temperatures from -25°C to +60°C. The system operates continuously, summer and winter, in the harshest site conditions.
What happens if the 4G network goes down or is disrupted?
The Ajax hub uses a multi-operator SIM card. If signal is lost on one operator, the system automatically switches to another available network. A 'communication loss' alert is immediately sent to your smartphone to warn you of any anomaly.
What happens if the housing is tampered with or ripped off?
The anti-vandal IP66-rated polyester enclosure is locked and firmly secured. Any attempt to open or rip it off instantly triggers an anti-tamper alert with a notification to your smartphone and activation of the 113 dB siren.

Sizing & coverage

How many detectors do I need for my site?
The number depends on the area and layout of your site. As a rule, 4 detectors are sufficient for a small residential site, while a large site may require 8 to 12 detectors. A free audit of your site by our team determines the optimal setup with no blind spots.
What is the detection range of the sensors?
The Ajax MotionCam Outdoor detectors cover an adjustable detection zone of 3 to 15 metres with a 90° angle. The radio communication range with the central hub reaches up to 1,700 metres in open field, enabling coverage of very large sites.
Can the inside and outside of the site be monitored simultaneously?
Yes. The system can combine outdoor detectors for perimeter surveillance with indoor detectors for storage containers, site cabins or buildings under construction. Everything is managed from a single application and a single central hub.
How do you ensure the entire perimeter is covered with no blind spots?
Our team creates a detailed coverage plan before each installation, taking into account obstacles, buildings, access points and passage zones. This site audit is included in our services and guarantees optimal protection from day one.

Security guarding vs electronic alarm

Why choose an electronic alarm rather than a security guard?
A 24/7 security guard costs between €8,000 and €12,000 per month. An electronic VigiSite solution provides continuous surveillance at a fraction of that cost, with the added advantage of generating usable photo evidence. The alarm never sleeps, never takes a break, and covers the entire perimeter simultaneously.
Can VigiSite alarm be combined with security guard patrols?
Yes, this is even a recommended combination for large high-value sites. The VigiSite alarm provides continuous detection and alerting, while occasional patrols by a mobile guard complement the setup. The overall cost remains well below permanent guarding.

Monitoring centre, alarm verification & police intervention

What is alarm verification and why is it important?
Alarm verification is the check by a professional operator (via photo or video) of the reality of an intrusion before alerting the police. Detection across multiple zones can also count as alarm verification. In Belgium, it is mandatory to obtain police intervention. Without alarm verification, an unjustified call can lead to penalties. The VigiSite system automatically provides the photos needed for this verification.
How quickly is there a response in case of intrusion?
In self-monitoring mode, you receive the alert and photo on your smartphone within seconds. With an approved monitoring centre, the operator analyses the sequence in under 60 seconds before triggering the appropriate intervention protocol.
Does the police respond every time the alarm goes off?
No. In Belgium, the police only respond after verification of the reality of the intrusion — either by the monitoring centre or by yourself via the photos in the app. This is precisely the advantage of VigiSite's automatic photo capture: it provides the visual evidence that triggers the intervention.
Can I manage the alerts myself without a monitoring centre?
Yes. In self-monitoring mode, you receive alerts and photos directly on your smartphone via the Ajax app. You decide whether to contact the police or a security agent. Connection to an approved monitoring centre is an additional option, not a requirement.

What is the real cost of construction site theft in Belgium?
Construction site thefts represent nearly €100 million in annual losses in Belgium (source: Embuild, 2024). 52% of construction and installation companies were victims in the past year. In 70% of cases, the value of stolen equipment does not exceed €5,000, but 24% of incidents exceed €10,000 — not counting project delays and administrative burden.
What items are most commonly stolen from construction sites?

When do most thefts occur?
The vast majority of thefts occur at night and on weekends, as well as during construction shutdown periods (summer break in July, Christmas holidays). Unmonitored sites are prime targets during these periods of inactivity — exactly the times when the VigiSite system is watching over you.

Does the system specifically protect scaffolding?
Yes. Scaffolding is a prime target for intruders as it provides easy access to upper floors. Strategically positioned detectors on the structure monitor any attempt at climbing or nocturnal approach. Our site audit identifies these risk zones for sensor placement.
How do I protect material containers and site cabins?
Door-opening detectors and indoor motion sensors, integrated into the same central VigiSite system, monitor containers and site premises. No separate installation needed — everything is controlled from a single Ajax application.
How do I prevent fuel siphoning from plant machinery?
By positioning motion detectors near the machinery parking zones, any nocturnal approach is immediately detected and photographed. The 113 dB siren alert deters the thief before they even reach the machine.

Maintenance, breakdowns & service continuity

What happens if the system breaks down during the night?
The Ajax system performs permanent self-diagnosis. Any anomaly — communication loss, low battery, inactive sensor — triggers an immediate notification to your smartphone. Our technical team provides responsive support and intervenes within 24 to 48 hours in case of hardware failure.
Is regular maintenance required?
The INCERT standard recommends an annual inspection of the installation. The Ajax system integrates automatic daily monitoring of the status of all components. For rental, maintenance is included in the service contract.
Are batteries replaced during the rental period?
The 14-month battery life covers virtually all construction projects. For long-term rentals exceeding this period, battery replacement is handled by our team under the service contract, with no interruption to surveillance.
